Is it bad kamma for countries to develop weapons to discourage other countries from invading?
What about training soldiers using new technology such as Virtual Reality/Augmented Reality? If it’s done with the intention of strengthening the nation’s army to prevent other countries from invading, is it still bad kamma?

Yes it is bad.
That is why I don’t have faith in America’s economy.
I met a computer programmer who came to pa-auk a long time ago. He worked for a company that made a laser tag device but it was fitted to real military guns that fire blanks. He knew what he was doing and he knew it was wrong. He said it got to him and he stopped. However, he came to pa-auk to meditate, so there probably was some connection to Buddhism already.
