Anapanasati in Pa-Auk Tawya Sayadaw tradition

Why, in the Pa-Auk Tawya Sayadaw tradition, is anapanasati used as the primary kammatthana for developing the jhanas, even though the Visuddhimagga states that it is the most difficult kammatthana of all, in which only very wise people can succeed?

In the Canon, there are indications that, for example, metta provides rapid concentration (AN 11.15), while Buddhaghosa places the kasina mandala as the first object. Anapana looks like a very ambiguous choice. Or am I missing something?
