Does anyone have statistics of how many monks observe all the 227 rules and practice meditation according to Visudhimagga and Commentaries? How many monasteries are there that follow the Vinaya and also practice meditation full-time?

No statistics are kept. Even trying to find out the actual numbers of monks and nuns etc in each country is very difficult. The numbers are in decline. The numbers of monks who practice vinaya strictly is also only a small percentage of the total numbers of monks. I was always generous and give it an estimate of 10%. That is just vinaya.
Those practising meditation according to Visudhimagga and Commentaries is the wrong way to phrase the question. The correct question is how many are practising meditation in accordance with the satipatthana sutta? That might be more than the 10% of vinaya practising monks they are not mutually exclusive. Might be 50% or more. It is up for debate. How many monasteries practice vinaya and meditation is a good question I would like to say 10% as a guess. It might be wrong but it sounds nice and easier to comprehend.
