I’m not sure this is explicitly said in your aggressive quote, and it was somewhat misleading. Misleading because it was cut and paste pali, yet when I translated the pāḷi that you posted but it has nothing to say relevant to your quote. The parents can do what they want and allow what they want. Even a legal marriage needs the protector’s permission. They call that eloping. The parents might even welcome the idea of children since children would grow up and work (perhaps on a farm). It was up to the parents and the girl.

It all boils down to the parents. Probably giving prmission for each dude would be better than for full “release”. The ability to marry off a daughter with a postive “body count” was less likely during the time of the Buddha, but perhaps common in today’s age.

note that it doesnt break the precept until sex takes place. but that doesnt mean there is no bad kamma involved. For instance, injuring someone doesnt break the first precept if they live, it is still bad kamma tho.
